Chiba City has established the Chiba City Nighttime Economy Promotion Support System to encourage private businesses to enter the market.
For the fiscal year 2019, applications will be accepted from private businesses from May 15th to June 28th.

Effect

With the aim of revitalizing the local economy and creating a lively atmosphere at night by promoting the nighttime economy, the government will provide support to businesses that contribute to the promotion of the nighttime economy, thereby expanding nighttime content and contributing to the creation of urban night spaces.

Creating nighttime content unique to Chiba City

Wanted period

May 15th (Wednesday) - June 28th (Friday), 2019 [Must arrive]
*Applications will be accepted only during the recruitment period.

Eligible persons

Corporations (companies, general incorporated associations, general incorporated foundations, public interest incorporated associations, public interest incorporated foundations, commercial organizations, NPOs, and other corporations established under the law)

Eligible projects

A business that meets all of the following requirements and has the potential to become a regular nightlife staple in Chiba City (including expansion of existing businesses).
(1) The project has not received any financial support from Chiba City, such as subsidies or contributions.
(*) Even if the applicant is receiving financial support from Chiba City for another project, this does not violate these conditions.
(2) In the case of expanding an existing project, Chiba City must not be co-sponsoring the project.
(3) The business is expected to attract visitors from both within and outside the city.
(4) The event must be held in Chiba City.
(5) The main time period is from sunset to sunrise (including continuous content that begins before sunset).
(6) In principle, the project must be a new business that will be implemented in or after fiscal year 31. In the case of an expansion of an existing business, it must be expected to attract more customers at night.
(7) It is expected that the project can be continued from the next fiscal year onwards through fees collected from participants or through sponsorships, etc.
(8) Creating a space that differs from the usual scenery by using night lighting, projection mapping, a stage, food stalls, an open bar, etc., or using distinctive buildings or spaces at night. (This includes outdoor events as well as holding cultural events that can only be held at night using cultural facilities such as libraries and art museums.)

Support details

(1) Coordination among stakeholders (opening of public spaces)
Coordination support with stakeholders for implementing support projects, such as opening public spaces and consulting with the police
(2) Business expense subsidy
Half of eligible expenses
Up to 10 million yen (soft business expenses up to 5 million yen, hardware business expenses up to 5 million yen)
*The minimum amount for review will be 1 million yen (2 million yen in project costs).
This is only a guideline amount, and if the project costs fall below this amount, it will not disqualify the application.
(3) Promotional support
Certification of supported projects, sponsorship, promotion in the city's public relations media, etc.

Please fill out the necessary information on the application form and bring it with you or send it by mail.

About examination

(1) Examination method
Applications received during the application period will be reviewed by the Chiba City Nighttime Economy Promotion Council.
(If there are a large number of applications, we will narrow them down to about four projects in advance.) Evaluation will be based on a points system.
The program will be awarded based on the highest total score, and will end once the budget limit is reached.
When the target amount is reached, the subsidy amount for the applied project will be limited to the remaining budget.
(2) Presentation
A. Date and Time
Friday, July 19, 7. A time will be specified for each applicant.
B. Location
Chiba City Hall, Assembly Building, Committee Room 5
C. Examination method
Each company will have a 10-minute presentation followed by a 15-minute Q&A session.
The number of people allowed to participate in the presentation will be limited to two, and only submitted documents will be used.
*The city will provide the computer and projector.

(3) Result notification
A. Notification date
Late July to early August 2019
The specific notification date will be announced on the day of the presentation review.
B. Notification method
Applicants will be notified by letter, and the projects for which support has been approved will be announced in a press release and on the city's website.
